When I used to set them, they were just a string of bytes. You could in theory, put all control characters <20h, but I wouldn't recommend it. I don't recall the standard actually saying anything about it. We were the ones who brought what was known as the "Diagnostic Scan" information out to the user. (Everyone does it now). Anyway, the point is, put what ever you'd like there.

According to some documentation, a SSID is supposed to be pure ASCII.
But it's possible to create a Network using the AirPort menu extra
with unicode characters.
