It uses various techniques from the Apple CDC USB driver sources, and Sustworks & Daniel Sumorok's work on:

The driver presents an ethernet interface to userland apps like InternetConnect for establishing PPPoE connects and a BSD style tty interface for providing status information to a userland status monitoring application.
