My VPN-setup works on top of Cisco's VPN-client and its framework. I
added a lot of CFNetwork-stuff to make it more user-friendly...
I want to do the following:
A user tries to open a web-page in Safari, but the host cannot be
reached, because he heeds to establish a VPN connection first. When
Safari tells him that the host cannot be reached, my VPN-software
should recognize this and ask the user if he wants to establish a
connection now.

There are several possibilities but it depends upon what VPN setup you
have. For example, does it fail to connect or does the requested
adress
fail to resolve?
Can you give us a bit more detail on what your setup is?
Regards.....Peter
