There's been an supported API for manipulating network preferences since 10.1 (the SystemConfiguration framework). However, I seems that you're working in the scripting space, and thus this C-based API is inappropriate.

A C API would be perfect, but unless something new's been added that I haven't seen, the SC framework doesn't provide any facilities for the creation or removal of VPN services/configurations. _______________________________________________
