AFAIK there is no new version of AFP for Mac OS X 10.5, for Time Machine or anything else. Certainly, the AFP version list advertised by a 10.5 machine is the same as it was on 10.4 ("AFP3.2", "AFP3.1", "AFPX03", "AFP2.2").


It is true that Time Machine does its own filtering to implement its server requirements (per the Apple web site, "Time Machine can also back up to another Mac running Leopard with Personal File Sharing, Leopard Server, or Xsan storage devices.").

The server requirements for Time Machine changed late in the Mac OS X 10.5 development process. Because of this late change, I'm not 100% sure of our plans in this space. I'm going to do some research and get back to you.
