Thanks to everyone for the helpful feedback.

Looking at the SCF I am able to set the interface settings to down but this does not take affect until reboot.
Looking at the Apple80211.h I am able to bring the interface down instantly but it only stays down until reboot.


Combining these two methods gave me a working solution.

Thanks again for all the help and clearer understanding.

Maybe configd not picking up on this is a bug so I'll file a bug report and see what happens
