network programming on 'unlocked' iPhone

We're just knocking up a quick network app for iPhone (simple app that uses WiFi)

everyone has an iPhone already apart from my buddy in India.

iPhones are not available there yet (November).

I was going to tell him to run out and buy an unlocked iPhone this afternoon (there are about 7000 billion unlocked iPhones in India, people love them there, what a hit)

BUT ........... would it be possible to use it for development ??

Does anyone know?  I don't want to want $600 finding out! -- so thank you!  JPM
