I cant help you with the VPN part, but trawling through various man pages gave me the info I needed to make regular dialup work.
I use:
>pppd call connect-name
where connect-name is a parameter file in /etc/ppp/peers/connect-name
The contents of the param file are highly specific to individual situations, but mine comtains simply:
serviceid 2
remoteaddress <phone-no>
user <user>
password <passwd>


serviceid is the id of the connection in internet connect, but in my experience it's optional - internet connect does not need to be set up for this to work.

You'll need more than just the pppd man page, as I recall pppd calls other helper utilities, but man pppd is the starting point.
