why no effect Setting DNS when dialup using SCNetworkConnectionStart

      When I dialup using the API  SCNetworkConnectionStart, and filled userOptions using kSCEntNetDNS
but no effect (using scutil --dns  to check the dns), why? (macos 10.5.6)
