What does this agent do? As a rule launchd agents are not usable on 10.4.x; certainly they have very different behaviour on 10.4.x versus 10.5 and later.

Although I don't think that's the reason it's not loading on 10.5. For that, I'd look at Jens' most recent suggestion.
