As others have said, you probably cannot get away without some sort of userspace tool/monitor.

I worked on a project about a year or two back that had similar requirements on monitoring interface status
and I ended up porting ifstated from *bsd.  It was a relatively easy (fsvo) port and provided the features that
I needed at the time.
