There is no Objective-C framework for doing this, but you can do it
via the System Configuration framework API. There's various bits of
samples for this API, but none of them are particularly suited to
your needs. Rather:
1. Start by reading the high-level documentation. This covers
various high-level ideas that you are going to need.

2. From that, just take a look at "SCNetworkConfiguration.h" and
follow the bouncing ball.
From a UI perspective, I suggest you create a new location and work
on that, rather than modifying the user's original settings. That
way, if something goes wrong, it's easy for the user to get back to
where they started.
