Bandwidth throttling

Does anyone have an idea how applications (e.g. bittorrent clients, download managers) throttle their own bandwidth? I've read a bit about ipfw and setting up pipes to limit traffic on specific ports but that wouldn't solve the problem of limiting usage based on a single application.

I'm writing a program that uses an NSURLConnection to download data off a server and would like to be able to control how much bandwidth it uses.
