It's supposed to be 755, so that root permission is required to install a launch-agent. That would explain why launchd wasn't loading your agent — it saw that the permissions were wrong, so it skipped that directory rather than allow unauthorized code to run.

You might want to run Repair Permissions on your disk, just in case other directories are also messed up.
