Hi Jon,
This is a side effect of Open/WEP encryption - there is no handshaking involved. You just set the WEP key and it is used to encrypt data. In shared-key mode WEP there is a test to see if the other party possesses the same key, but that is insecure as it leaks key information. WPA and WPA2 both perform a handshake to verify possession of the key and to derive/distribute the PTK/GTK.
So when you set the wrong WEP key you will still associate, but you will not be able to send/receive data as the client and AP will be using different keys (e.g. you won't get a DHCP-assigned address, etc...).
