Hi Abbhishek,
The iPhone is 802.11b/g/n only, and 802.11h is a 5GHz only technology, so no, it doesn't apply to 2.4GHz.
The iPad, iPad 2, and the new iPad are all 802.11a/b/g/n devices.
The Wi-Fi Alliance publishes the certificate for every device that goes through Wi-Fi certification, so you can always look up whether a product support a given feature.
The Wi-Fi certificate for the iPad, iPad 2, and new iPad all show that 802.11h is supported:
