iOS does not have that archaic constraint.
That constraint is enforced in the kernel. When you run in the simulator, you are still using the OS X kernel.

I think this issue maybe asked before, but I can't found the answer from Internet though.
I do saw one post that say he can bind port 80 on iOS device but not on iOS simulator; is it true? and is it also true for port 443? which is what I want to implement, a ssl based server.
Any help will be appreciate!
