The NetworkSignature for each [VPN] service be something unique to that service. In some instances, the [VPN] signature will include on the address of the "server" used by the transport as one component but that's not something you can/should assume for all services. What's reasonable for L2TP may not work for PPTP, IPSec, SSL, etc.
What you should really be doing with the NetworkSignature is treating it like an opaque chunk of data. If you want to have some settings that apply to a given network then you should simply associate the signature blob with the settings. If you later want to retrieve the settings for the current network, check to see if you have any settings that match the same signature. Peering into the signature content should be avoided ... and most certainly not be something you rely on.
