How quick does the reachability API respond?

I've got an iPad app that only tries to do network activities if it can the server. In one use case, it connects to our peripheral over wifi (and then doesn't have Internet access), and then later, when you switch to "real" wifi, it starts uploading stuff.

I test this by going to Settings, changing the wifi connection from our peripheral to "real" wifi, waiting for that to complete (and get a checkmark), and then switching back to the app.

But it sits there for a long time (30 seconds) before it gets a callback that the host is reachable.

Is it polling infrequently? Is there a way to give it a kick when my app is activated to have that happen sooner?
