I just saw a blog post by Brent Simmons remarking that OpenTransport is gone in 10.9, his punch line being like “how many people knew it was still there in 10.8?” So it sounds like you can build and run your app as long as you stick with Xcode 4.x on OS X 10.8.
The whole OT API looks pretty bizarre. The API dates from the 1990s, before OS X was even a gleam in Steve’s eyes. (Seriously, I think they were working on it as early as 1992 or so, though it didn’t ship till years later.) It was all designed around the limitations of the incredibly primitive Classic OS, especially its lack of multithreading. It’s also not based on the common Unix socket API at all; I think the inspiration was a “streams” API from, um, maybe Solaris?
