There are no relevant hard limits.

Yes. Each service requires a certain amount of maintenance traffic. While Bonjour works hard to keep this low, thousands of services will definitely create a significant amount of traffic. How bad that is really depends on the network environment (how the network is structured, how much load other Bonjour services are putting on the network, and so on).

In your shoes I'd probably just use Bonjour now and worry about fixing it if it becomes a problem in the situation.
