This doesn't sound like expected behavior. Could you file a bug report so that we can take a closer look?
As part of the information you gather, please enable IPConfiguration verbose logging:
# sudo ipconfig setverbose 1
Reproduce the problem, then capture a get-mobility-info snapshot and attach it to the bug report:
# /System/Library/Frameworks/SystemConfiguration.framework/Resources/get-mobility-info
