Install Apache CouchDB and use its admin UI to create an admin account and turn off “admin party” (non-authenticated) mode.

Or enable the built-in Apache in OS X [actually is it still built-in? I just noticed the Sharing system pref doesn’t include Web Sharing anymore] and add a .htaccess file in your ~/Sites to require HTTP auth.
