How to use LEDBAT?

I'm curious about using LEDBAT* for large network transfers, to avoid degrading performance of other TCP connections on the device and/or on the entire LAN. It's prominently mentioned that Apple uses LEDBAT for software updates (source code** is in the kernel open-source repo) but I can't find any documentation of how to actually enable it on a socket. Is there an ioctl call to do this? Or is this something that's Apple-internal and not available to 3rd party apps?
