Wi-Fi access points will buffer a bunch of data on behalf of a station that's in low-power mode, although 45 seconds seems pretty crazy.

If you can temporarily switch your network to having no password (and thus no encryption) you can learn a lot more about issues like this by taking a Wi-Fi level packet trace.  QA1176 "Getting a Packet Trace" describes how to do that on the Mac.
