Multipeer Connectivity is not designed to work while in the background.  If you want to do networking in the background, you will have to use a different API.  If you're doing streaming, you'll probably want to use one either TCP or UDP directly.  In that case you'll have to following the rules outlined in Technote 2277 "Networking and Multitasking".
