Excellent news.

Did you manage to capture a backup of a broken device?  Does restoring it also restore the problem?

I've been chatting with the captive network engineering team here about this issue and we have no idea what could cause this and why resetting the network settings might fix it, so we'd still really like to see a bug report about this.
