NSURLSession in iOS 10 has issues

I wrote up Radar 29280854 about this with detailed steps.
But it seems NSURLSession in iOS 10 can't handle as many simultaneous files/sessions to download as it did in iOS 9. After a while, downloading four sessions with 1000-2000 downloads each, all four stall in iOS 10. In iOS 9, they complete quite reasonably.
Does anyone know of changes to NSURLSession that might cause this?
It seems to work okay if I limit myself to a single session.
