Yes.  This is a feature known as Per-App VPN.

App selection is done by a configuration profile.  See the “Per-App VPN Payload” section of “Configuration Profile Reference”.

In addition, because of the way app selection is done (each app must have an associated VPNUUID), this only works on managed devices.
