'Global' NSURLCache?

From my understanding given the docs, there doesn't seem to be a way to have a
'global' NSURLCache that can be truly shared between two separate applications.
But I'll ask anyway:

1. Would it be possible for two apps to share a custom NSURLCache (perhaps by
referring the same disk path)?
2. I'd like to understand the reasoning behind making NSHTTPStorage globally
available to all apps vs. NSURLCache being per-app only. I can't see security
being a compelling reason given the information stored in cookies, which
doesn't really leave any obvious reasons why NSURLCache isn't global.
