SSL and old macOS versions

I read somewhere that AppKit did not support anything past TLS 1.0 until macOS 10.9, so if you try to use NSURLDownload to download an https URL from a server that no longer supports TLS 1.0, it will fail in macOS 10.8 and earlier. But it my testing, it actually fails in macOS 10.9 and 10.10 too. What am I missing?
