I don't think so. But without Motion installed on your system, nothing
has told the Finder that a .fxplugin extension should be treated as a
bundle. Bundles are, after all, just folders that the Finder knows are
"special."
If you move that .fxplugin file to a system with Motion installed, I'd
expect it to suddenly appear as a bundle.
