None of what you ask for (groups, enabling / disabling, supervising) works in FCP 5.1.4, but it should all work in the upcoming version 6.

Here's a document which will be available with the FxPlug 1.2 SDK which describes what's new with FxPlug in FCP 6, as well as the limitations that we still have.
