The PAL spec we use calls for VITC on lines 19 & 21 matching the LTC recorded separately. Many decks will record both, and by default they match each other. Most decks let you set the lines on which they fall (I think NTSC usually expects 16 & 18), and for Digibeta it's no problem.
But the ubiquitous "industrial" UVW-1800 SP deck records only LTC, but will record a pre-existing VITC signal if it's already been superimposed. Kona and BM cards will also let it through - so as long as it can be written somehow, perhaps there's a way to get a recording containing both... I know SP's a dying format but believe it or not we were asked to master to it yesterday for a sports channel - and I don't want to take it through another generation if I can avoid it.

Would it be possible to write an FxPlug which outputs the appropriate information? I don't know a lot about VITC and LTC, but looking at this brief description, it sounds like it would be fairly simple:
In an FxPlug, you could just copy the input to the output and add the appropriate info on lines 19 and/or 21 during the copy. Or is it more complicated than that?
