FCP file import doesn't accept Unicode?

I've been lurking on this list for quite some time and while I realize this list is used mostly for technically advanced questions, I'm hoping my simple one can be addressed here.
We're doing some plugin development for FCP here and we've noticed that File->Import->Files in FCP displays Unicode character files grayed out, and thus they can not be imported. As a test, I duplicated some XDCAM MOV files and gave them various filenames using every character set I could find in OS X. Interestingly, English and Chinese worked, but Thai, Hebrew, Korean, Arabic and most others did not. However, I can easily drag these files from Finder onto the FCP timeline and play back, and the characters in the timeline display show properly. Strange...
This is an issue for us since we're passing XML to FCP for clips to import, and the ones with Unicode names aren't being accepted, so I'm assuming these two things are related. Is there a specific reason FCP is working this way? If so, is there a workaround?
