Can stillframe be set in XML?

I am generating XML for a multiclip and set the stillframe element. But when I import the XML, the stillframe disappears. Is this expected?
Back story: I am generating a multiclip where some of the clips have no video component. After studying some exported multiclips like that, I concluded that I need to create a slug video node for the audio clips and set stillframe=TRUE for that node. However my multiclip is behaving badly and the only significant difference I have found so far is that stillframe is not there after export. Is stillframe important in this case?
