Hi Paul,
Is this in FCP, or Motion, or both?
I've seen FCP's menu handling get confused when a large number of
plugins are installed - "large" in this case being 500 or so. How many
plugins does the user have installed? Which version of the app are
they running?
If it's just a menu problem, they should still be able to add the
filters by dragging them from the Effects tab. If you could get a
system profile from the user, we might be able to get more clues about
what could cause the issue.
