Yes, this definitely needs to be a custom parameter.

1) I have a visual anomaly in a UI element.  I added a custom parameter which contains a single popup list.  The up/down arrows at the right end of the field are not colored blue as expected but are white.  It looks like the popup is not enabled/grayed.  I suspect that there is some call to the view I need to make to enable or set focus to the popup so that it looks normal but I have not been able to find it.  Anybody know how I can fix this?

Given that it's just a single popup menu, is there any reason you couldn't just use -[FxParameterCreationAPI addPopupMenuWithName:parmId:defaultValue:menuEntries:parmFlags:]? Or are you doing something fancier like enabling/disabling particular items, etc.?
