I just re-checked.
All of my third party FxPlugs are loading into FCP 7 correctly
under Snow Leopard.
I'm on a MacBook Pro 17" running Snow Leopard & FCP 7.
There must be something particular about your system.
which is preventing the plugins from loading.
Is there anything peculiar in your FCP System Settings, like odd
Effects Handling settings?
Is there anything in the system log or console that gives any hints?

Are the plugins still in the FxPlugins plugins folders:
/Library/Plug-ins/FxPlug

or have they been moved out/deleted?
Yes, the plug-ins are where they should be. Methinks SL requires
something
special since my other third party plug-ins also don't appear in
Final Cut
Pro.
