It happened to me too although not with the SL install, but rather
when I installed the latest FxPlug SDK (prerelease at the time I think)
To fix it I just copied the missing Framework over from a newer Final
Cut install and after that everything worked fine
With the recent upgrades I did a completely clean install OS X 10.6
and then FCS (2009) .. no problems at all.
