To be clear, this issue has nothing to do with NTSC-ness so much as rate conversion.
The assumption that the rate at which you'll be editing is the same rate at which you want to bring in media seems pretty reasonable. It is a mismatch between the two that is causing these issues.
On a related issue (just thought I’d add this to the mix :-)) ...
As an FxPlug developer, I would really like access to ALL frames/fields of my input video clip regardless of whether the input clip is the same frame rate as the sequence. For example, what I can’t write right now is an FxPlug that converts PAL-TO-NTSC or NTSC-TO-PAL in a way that uses all the original frames/fields (you might say, “but Nattress plugins do that... But that’s not really the case. He uses an FxScript, which gives limited ability to blend fields etc., and doesn’t allow us to use our optical flow motion estimation to give superior results).
FYI, this is a reasonable request, and it is something we can do in After Effects and Premiere Pro and combustion... Etc. FCP is the only app that doesn’t give us what we need to access all the original video image sampling.
And yes, I’ve submitted bugs on this as far back as 1999.
