Hi Alex,
If you do a search on:
http://developer.apple.com/mac/library/navigation/index.html#section=Resource Types&topic=Sample Code
for "final cut"
you'll see several sample applications.
The best one for what I think you want would be FinalCutPro_AppleEvents.
With that app you can see how to request XML from FCP, how to send XML to FCP (which can specify a project or a subset of a project (clips, bins sequences)).
To see how the XML should be written, the easiest way is to make a comparable thing (clip/bin/sequence/project) in FCP, select it (if you want the project's XML, select nothing) and export an XML file.
