Plugin Manager

We are trying to advise someone who is having their plugins suddenly not
show up in FCE 4.0.1 to redownload and install the plugin manager 1.7.3

So we go to the plugin manager page here:
http://support.apple.com/downloads/Plugin_Manager_1_7_3

When we click on the download link it appears that the download manger
installer is not available.  Is there somewhere else we can direct the
customer?
