They probably can ...
But...wait a minute, many third-party developers in this list have over the years provided Apple with plenty of precious feedback and useful information (sometimes openly requested by Apple)...
isn't it rather uncool to let them all in the dark for so long in return when developers only needed just a simple piece of information?
We may not really blame any individual or good hard-working engineer, it might not even matter anymore who took such decision,
however, it was simply unfair Apple, not a nice move.

When we asked
months ago what the support for 3rd party plugins would be and the answer we got was "We can't say", that didn't bode well.
The implication was either no support or radically different support. But they could have said something... I only see
marginal benefit to Apple from saying - like consumers wouldn't know the bad news until the last minute that all their plugins would no longer work? However, I see huge hurt in not telling us. We could have prepared or at least started to prepare...
