I did find the FxPlug 2 SDK. I was wondering about the new "Re-Render" API specifically -- it's mentioned in the release notes accompanying the SDK, but nowhere else.

It seems to me that FxPlugs don't appear in FCP X at all, only Motion. They have to be published from Motion using the "Final Cut Effect" template to appear in FCP X...

Kind of sucky, but maybe we 3rd party developers can ship those Motion effect templates along with the FxPlug so the user doesn't have to go through Motion to apply the filter.
