Motion Effects - Keyframed parameters sending messages to behaviours?

In order to get to know Motion Effects for Final Cut Pro X, I thought I
could produce a slightly improved Mask effect.

A couple of years ago, I created an 8-point Matte plug-in using FxScript -
as well as having 8 points, the matte can be positioned, scaled and rotated.
This is used by at least one US TV show for quick comps in Final Cut 7.

I wanted to change the OSC used in the standard Mask filter to that of the
'Perspective Tile' filter.

The benefit being once a four-point mask is created, the OSC allows for two
or four of the points to be modified at the same time (using the edge,
centre and rotation controls).

The Effect method is to use the 'Link' behaviour to position four
cross-hairs images at the same location as the controls of the 'Perspective
Tile' filter. Then the four points of the masking rectangle are set to match
the four cross-hairs images using the 'Track Points' behaviour.

i.e.

'Perspective Tile' controls -> Link -> 4 crosshairs images -> Track points
-> Four co-ordinates of rectangle -> image mask effect -> Effect Source
layer

This worked fine until I published the four control points of the
'Perspective Tile' filter so that FCP users can animate the four points
using keyframes.

Unfortunately, in Final Cut, the 'Track Points' behaviour doesn't evaluate
more than once. This means that although it is possible to keyframe the mask
controls, the updated positions aren't passed to the masking rectangle.

Is the lack of keyframing due to a mistake in my Motion effect construction,
or is it a bug in Motion 5 or Final Cut Pro X?
