Asset start timecode ignored

There's a potential problem when sending clips to Final Cut via fcpxml if the external application and Final Cut have a different concept of what the start timecode of a file is. For example, there may be ways of determining the timecode even though the file doesn't have a regular QuickTime timecode track.

Let's say I "know" a file starts at 1:00:00:00 so I generate an <asset> and <clip> with start="3600s", but FCP X doesn't find a timecode track so assumes it starts at 0:00:00. It ignores the start time I told it on the asset and assumes I'm trying to play from one hour into the file, so the clip doesn't play properly.

Is there any way round this other than trying really hard to interpret the timecode on movies in exactly the same way that FCP X does?
