Just looking at it, not knowing anything, I'd theorize that the timebases aren't random, they are all 'contained' in the 2400 that seems to be the timebase of the clip. Your first marker would be at 22/3 or the equivalent of 17600/2400. You arrive at the second ratio by multiplying both sides by 800, and you can arrive at the 800 by dividing 2400 by 3.
I have to admit it the wisdom of doing it like this currently eludes me... I guess it is a lot closer to the way that Quicktime works internally, and that you might have an easier time calculating mixed frame rate timings.
