That becomes a major problem when you need to deal in frames, or counting schemes that are based on frames, e.g. timecode.
There are circumstances under which the same clip has the correct format listed in the XML - namely when it has not been broken apart in the timeline.
This begins to smell like a bug, unless there is something here that I don't yet get.
