Yes, but if it's a registration dialog, then maybe having the plug-in render one more frame in the background (instead of blocking in a modal loop) while the user is filling out their reg info in another app isn't such a big deal. I'm not saying it's ideal, just that it might be an option for some developers, depending on what they're trying to do.
